The LNG Allies Management Team
Fred H. Hutchison is President and CEO of LNG Allies. An advocate, communicator, and entrepreneur, Fred has been a government and public relations generalist for five decades and is a trusted adviser to private and public sector leaders worldwide. Prior to founding LNG Allies in 2014, he represented America’s land-grant universities for twelve years. Early in his career, he served as a legislative assistant for energy and natural resources for U.S. Sen. Frank Church. Educated as a civil engineer, Fred earned a B.S. from the Massachusetts Institute of Technology. The European Union honored him with the Transatlantic Bridge Award, in May 2025, recognizing his contributions to transatlantic energy security. Link to Detailed Biography –>
Douglas C. Hengel is Senior Consultant to LNG Allies, Senior Fellow at The German Marshall Fund of the United States, and an adjunct faculty member at Johns Hopkins University’s School of Advanced International Studies. A former U.S. Foreign Service Officer, Doug was Deputy Chief of Mission at the U.S. embassies in Rome and Bratislava, and served at the U.S. missions in the Czech Republic, Peru, and Venezuela. He was Deputy Assistant Secretary of State for Energy, Sanctions, and Commodities from 2007 to 2010, where his responsibilities included formulating and advancing U.S. international energy security policy, including relations with the International Energy Agency. Doug has a B.A. from Colgate University and a M.A. in Public Policy from the Woodrow Wilson School at Princeton.
P. Welles Orr is Senior International Trade Advisor to LNG Allies. Welles was formerly the Assistant U.S. Trade Representative for Congressional Affairs in the Executive Office of the President and Special Assistant to the Assistant Secretary of State for Near Eastern and South Asian Affairs. He earned a M.A. in International Security Studies and Public and International Affairs from the University of Pittsburgh and a B.A. from Denison University. He also earned a certificate in International Studies from Warnborough College, Oxford.
